[FEATURE REQUEST]: Stackable Coupons and Sales

Would it be possible to add an option to the coupon codes and or sales to specify whether they can be combined with current sales or other coupon codes?

Example: Spring sale is active and offers a 10% discount, now a coupon code is created that offers a 5% discount. Now the user should receive a 15% discount when they enter the coupon in the checkout.

Another coupon code that was created at the same time has a 20% discount, but this one should be set so that only 20% applies instead of 10%+5%+20%.
