Add option to display extra content when viewing New Suggestion page

Just like Forms where you can display top content to show information etc

Patreon votes get their votes priority

"Pinned Suggestions"
Those who have permission can "hoist" or "pin" a suggestion to the top of the suggestions page, showing what you think (or what is) an important/excellent/outstanding suggestion, and/or something that you would like lots of feedback on.
