BackBlacklists Users From Specific forms
this would be useful for things such as blacklisting them for applying for staff, blacklisting them from submitting an appeal and more. that way, if we want to make their ban unappealable, we can do so. also please make it specific so that they can be allowed on some forms but blacklisted on others. and maybe add a blacklisted message that we can configure like: "You have been blacklisted from filling out {form}!"
